I have a WINDOWS DHCP and HP & Cisco Switchs.
With HP Switch the Access Points get there IPs from Windows DHCP and connect to OV2500 with option 138. But with the Cisco Switchs the Access Points get the IPs from Windows DHCP but still in express mode.
I checked in Cisco with Wirechark, the option 138 is getting in DHCP offer.
I resert the APs but still egnored the OPTION 130.
(I tested olso with Option 43, still work with HP Switch only).

It seemed that this question had already been answered in a forum but here are some insights: Do you use a catalyst in your network? You must check if dhcp snooping is activated in the switch and if the ports are trusted for dhcp snooping. This may block the transmission of option 138 to AP.
