Is it possible to use Omniswitch external captive portal with PacketFence as web portal ? or is it only available with OV or Clearpass ?

Will work for sure other than clearpass also.
OmniSwitch is tested with Packetfence for 802.1x. For Web Auth, you should go with packetfence inline deployment.
